If you have a sony HDV, you can do it through the camera.

I'm working on a project that has both DV and HDV footage. I was hoping to upcovert the DV to HDV, but haven't been able to figure out how to do this. And, once it's been upcoverted, does that also put it into 16:9 widescreen and if so, how does that affect the image? Thanks
