stylized 'freeze frames'

Trying to achieve an effect but unsure whether it can be done in post using FCP and photoshop, or what the process entails.

Basically want to create stylized comic book like freeze frames (complete with caption boxs etc.) that are pulled out of a scene and then frozen. The catch is that i want these frames to flow seemlessly in and out of the action.
For instance; a man walks down the street, the image is frozen and stylized with heavy outlines and saturated colours (im thinking photoshop filters, is it possible to capture a frame from footage, apply photoshop filters to it then reinsert it, as a still image, into your edit?). THe image is displayed for 2 seconds or so before resuming motion and the image returning to normal.
Does anyone have any ideas how to accomplish this as seamlessly and effectively as possible?

I know that this can be done. What format are you using to capture your image. Is it progressive or interlaced? If it is progressive, you can take the image out of FCP and bring it into photoshop and alter it in any manner that you like as long as you keep it at the 72 dpi and same frame size. Watch out for the non square pixels. Video is different than photos and if you are in NTSC you will have to make sure that this is checked in photoshop when working. If the image is interlaced you may have to do a de-interlace and then work on the picture. You might want to place a desolve to help the transitions or just leave it as is.

From FCP, copy the frame to the clipboard and then bring it into photoshop.

have the option of shooting progressive or interlaced so will go with interlaced. We work with PAL down here so that shouldn't be a problem.
