Cartoon 'freeze frames'

Hi,
Have something i want to achieve but not sure if it would deal with animation or post.
Basically want to have certain frames from a scene frozen, and then stylized to look like a comic frame (complete with white caption boxes etc)
What would be the best and most effective way of pulling this off?

The only catch is that these 'freeze frames' need to flow seemlessly in and out of the action,
for example, a man walks down the road. THe frame freezes, becomes a comic frame with a caption, then changes back to normal image and motion.

Any ideas?

Just take the frames you want to make look like a comic into photoshop and draw a cartoon of the sceen. Then When you are doing your editing stop the frame and fade in you drawing.
