Non-Uniion SAG Members

Hi!

I am in the casting stage of a short film I'm working on and one of my auditioning actors resume lists him as "Non-Union SAG Member"

I guess I'm not really sure what that means, because I was under the impression that SAG means union...

We are a practically non-existent budget short student film. We are planning on paying actors, but definitely not at SAG's rates. I also don't have insurance.

Does anyone now what it means to be Non-Union SAG? What the qualifications are to cast someone with that status in my kind of film? What sort of paperwork needs to be done if we do cast this individual?
