concept sans camera

As of now I have nothing but an idea (short art film) that has been sawing away at me for the past 2 years and I feel like I need to get it out. I can most likely edit on my powerbook but that isn't saying much considering I have no camera.

I really don't want to shoot in digital because I like the look of film much better. I understand shooting and editing film will most likely cost much more and be difficult/time consuming. If there is some program that can fake the warm look, i'm open to suggestions.

Camera suggestions* for a college budget would be appreciated.

*With the exception of a small (daytime) outdoor scene it will be shot in very low light, so something as clear as financially possible is (probably?) necessary.

Also, how do I go about obtaining rights to use a song?

Try Red Giant Software. Their "Magic Bullet" software gives the look of film. You can get a student discount, and don't go with the full-blown package unless you are an expert with Adobe After Effects. :)

If you're on a tight budget, chances are you won't be able to secure the rights to a song, as that takes money- lots of money.
