How would you make this animation?

I'm brand new to animation. Been working with daz3d for a few months and that's the extent of my knowledge.

I'm trying to make something like this:

The way I see it, there are 2 things I need to do.

1. Have a blurred out image with glasses coming into frame that make everything in lense clear.

2. Have an animated Heads Up Display that scans, then shows results.

Am I correct in the steps needed and how would you do them? What type of program and what are some potential keywords I can lookup for tutorial / directions?

Any suggestions, direction, or tips are much appreciated!

I don't know. I would just do searches like you are doing. Looks pretty cool. It's like X-ray glasses, right?

Yes! Searching "How to make x-ray glasses animation" is full of great info. Didn't think of that.

Not quite what you were looking for, but it can be a start. You could also try and do a masking in After Effects and a special color grading and blur.

Even if I don't use it for this project, I think it'll help me on the next one. Going to be doing something like this but with neuro-anatomy.
