DV to HDCAM - Audio?

This is a bit of a newbie question, but...

If you have a narrated short film which you are planning to upscale from mini-DV to HDCAM in order to get it to the festivals, at what stage should the narration be added?

Does upscaling have an effect on a pre-existing audio track? Is it better to have the actor add the naration to the mini-DV original, or as a final step to the HDCAM version?

In what format are you editing? These days picture editing takes place in an NLE (Non-Linear Editing) system, audio editing takes place in a DAW (Digital Audio Workstation). The DAW is usually where the dialog is edited, ADR and VO is recorded and edited, Foley recorded and edited, sound FX and music are edited. This allows precise placement, EQ, audio effects, etc. to be added, manipulated and mixed. The final audio mix is then laid back to the picture in the NLE.
