Distributing in Sony HDCAM Format?

I was reading that Sundance and other festivals accept films in 35mm, 16mm, and Sony HDCAM Formats. My first question is, what is Sony HDCam Format and how is it created? Secondly, if you shoot on a non Sony and/or non HD (I'm thinking about shooting on the Canon XL2), can you put it in this format? If so, how does one go about it? Thank you so much for the help.
 
HDCAM is 1440x1080 anamorphic 16:9 with 3:1:1 color recording and about 7:1 compression, I think.

You could upconvert DV to HDCAM, but it would look pretty soft on an HD display.

You don't want to try and convert mini-dv to HD. Why not just shoot in HD or film in the first place? Budgetary constraints? If you're serious about distribution I would shoot on Mini-DV if I were you. Just my two cents.

Or get the best of both worlds, and shoot HDV.
