How would you go by cuting out wires? I thoght of the method of motion tweening a garbge matte to follow the wire and cover it up with a still of the location, but are there any other good ways of going about this?

Studio Artist does this really well. Shake, Motion, etc. Bascially, you're on the right path. It's going to have to be matted out and painted over somehow, and that has to be keyframed if the area moves around in the frame.

If there's not much movement, and you can isolate another area that will cover it well, make a second copy of the clip above the original. Then in that copy, crop it or make a matte to get it down to only the area you need. You may want to feather the edges of your matte very slightly, VERY slightly. Move that on top of the wires in the orginal clip below it.

That's really quick and dirty, there are way better ways to do it, but everything is just more sophisticated ways of doing these same steps.
