I'm looking for a camera with a max budget of 1,000 and it needs to be mini dv, so far i've found that the Sony and Canon Mini DV HD camera's are the best for my price.

1000 dollars is a lot of money - but if I were you - I'd save to at least 2000. Then you could get a decent used dvx100 which (imoho), has a pretty kick ass SD picture + 24p. Trust me, it will be worth it.

With that budget you would be best with a used Sony VX2000/PD150, they are both the same camera really, I own a VX2000 and I am very pleased.

I've got a Canon HV20 and I've been pretty happy with it. 24p with preset cinemode looks great. Plus, it has a hotshoe and can be fitted with different lenses. A good fit for a serious beginner. :)
