Can you crop?

My son has a shot in which the filter holder is visible (barely) in the top right and bottom left corners. He was filming on a jib in a moving truck and didn't see it when filming. Is there a way to use Premiere Pro to crop the image slightly? Any other ideas?

You'd get the best image quality from doing a "zoom" in After Effects in my opinion. AE does a nicer job with scaling as you'll need to scale the image up to get rid of that outer edge...
