budget camera for surfing shots

I need a waterproof camera to take some shots of surfers but am on a tight budget. I didn't know if I should just find a waterproof case for a cheaper camera or if there are some good budget cameras for this situation.

I'm in Hawaii and loving it and I've made some friends on the north shore who I'm going to get footage of.
