What program?

Hey people..

i'm new at this forum, but quite some time busy with making films

The problem is: the effects look REALLY amateur i'm now using "Sonic Foundry Sony Vegas 4.0"

but i'm looking for a way better program.
What i wanna achieve is to insert "bullets" into my movies.
sort of Bullet-Time.. (not something like The Matrix)
but that when a shot is fired, The camera follows the bullet. But offcourse, i will have to "make" a bullet into the movie.
What is the best program to do that and wich one looks the best

It, ofcourse, also should be able to make explosions and blood in it.

The money isn't a problem. Cuz i know such programss are really expensive.. :S

I just wanna put my movies to a better level

Honestly, I haven't used sony vegas but I praise and use final cut pro but for that you need a mac.

I personally think its a good investment as you can get other cool tools with it.
