What phone is best for shooting video?

I can't vouch for it firsthand, but quite possibly the Nokia 808 PureView with 41 megapixels (!) and Carl Zeiss optics.

I am thinking about starting a phone shooting contest where you can use a separate sound recording device but the camera has to be a phone camera. I wonder how we could keep people honest?

If there's shallow DoF they're immediately disqualified.

Tough to enforce... I'm not aware of video having EXIF information.
