Video (original clip) size question

Hello all,

First time coming into these forums.
I am new to video editting. I'm trying to work on a video right now, and there's a problem I'm running into.
I have my original (raw) videos mostly in 720x480 size, and I have some other ones that are in 320x240. (from digital camera)
Is there anything I can do in Premiere Pro to "resize" the smaller ones so that they appear to have the same size as my other videos when putting them together?

I know that the quality will degrade and so on, but I don't really care that much; it's not a professional video, it's more on the personal side. It's fine even if the ratio aspect is twisted a little bit (since 720x480 and 320x240 are not the same ratio). I just want to be able to do it.

A Google search seems to tell me that this scaling is only possible with Premiere Pro 2.0.
I have Premiere Pro 1.x.
Is there no way to do this? Could anybody recommend an external free software that lets me scale the videos in advance before importing them?

Weird. I'm sure Premiere 6.x would automatically scale video to the project settings when you dropped it onto the timeline. Doesn't Premiere Pro do that?
 
Ok, I found the settings where you can do that, Project Settings -> Scale clips to import.

Unfortunately, I am running into another problem.

I was unable to import the .avi files that were from digital still cameras, so I tried the solutions listed. None of them worked.
Renaming or transcoding the video lets Premiere import it, but when I actually use the clip in my video, it becomes really jerky/skips a lot. I suspected it had to do with framerate differences, but I can't figure out how to fix it. Anybody has such experience?
 
If the frame-rates are different you may have to run it through some external software to convert frame-rates to match. Though I'm sure I managed to do NTSC->PAL conversion in Premiere 6.x before.
