what is the purpose of having different shutter speed in video cameras?Is it for the same purpose as in still cameras?whether both the shutter and scanning rate is inter related?

Often times, the shutter is also used to simply assist the iris in regulating the amount of light into the camera. Shutter speeds do differ depending on the frame rate you're using, like using 30P w/ 1/60 shutter, as oppose to 24P w/ 1/48 shutter.
 
in a "normal" 30frame/sec (29.999) video camera you will start to notice normal action being choppy at 1/60 and really noticable at 1/30 and of course then 1/15 and 1/8 - - - upwards of that, it is another way to let more/less light in but if you are shooting fast action and you want to be able to grab still frames that aren't blurry you will want to shoot higher shutterspeed in general - - - I normally try to adjust light elsewhere before putting my shutterspeed below 1/125
