Question about this shot...

Hey all,
I'm working on a video for class and I have this shot in my mind but I am not quite sure on how to do it. I want my actor to be walking down the street at night time (in clear focus), and I want to have the neon lights of stores and cars zoom by with a motion blur-like effect. Is this something I would have to do with camera manipulation during production or in post? Thanks!

I think this is more a topic for video editing and the adobe premiere part of this forum i don't really think it falls under special effects cause this is achieved with filters with video editing suites i'm sure.

lots of roto scoping... plain and simple have fun... it will take forever if it is a long shot. or you could use green screen.

Green Screen it, or you'll use your NLE or other app like Shake to Matte out the actor and motion blur the surrounding image area.
