using final cut express 4, is there an effect that can make an image look like night vision?
 
There isn't really an effect in Final Cut Pro for this. Most people would use After Effects to create the effect.

What you might do is use Photoshop to create viewscreen "readouts" and any other effects you'd like to see. Then layer that over the image in Final Cut. Also in Final Cut, use the color corrector to make the image a green tint, and add some "noise" to complete the effect.

What kind of night vision effect are you looking for. Black and white Forward Looking Infrared (FLIR) or regular super green night vision? I wouldn't know how to get a real green effect besides using Color but there may be a bugeye effect in Final Cut that can make it look like a night vision scope.
 
There are dozens of ways to do this in FCP/FCE. What exactly are you talking about as "night vision"? That greenish, hazy look? Night vision goggles look with vignetting?
