Movie edit

Hi,
I am new in film,
and I would like to know best editors for editing movie
(avi, mpeg ... *** format) but frame by frame.

I would like change some picture in movie...

one of the easyest softwares to start with, that is if you want to edit on computer..

SonicFoundry Vegas Video.. easy enough.. and you can zoom into your video row enough to cut individual frames out
