Is there a VFX pack for beginners?

Complex visual effects can be easily made by professionals but what can a beginner do? I saw there are new apps on the mobile that make use of artificial intelligence (AI) and they have presets and filters and I was wondering if there is such a thing for the editing programs like Adobe Premiere or After Effects that can automatically do a few effects...

I have seen some basic special effects software and packages for beginners. When you say AI what do you mean? It's such a popular thing. It seems everything that has any kind of automation built into it is now called AI.

They are, but they are expensive. For example, in After Effects I know there is the package called Video Copilot
