How do u send ur film to a film fest?

I am a director who has just finished filming his first short and is about to start filming another. Do film fest allow you to send your films in on dvd.

I find that site extremely confusing. It talks about all these things it will do to you, but does not give out any actual information about it.

To clarify, each film festival has it's own rules and regs on formats being snet in... but in recent times Digital has gotten so big that many independent-orientated festivals are now accepting digital entries, which includes DVD.
