Filters and lighting with Premiere Pro

Sorry, this probably sounds really dumb but is there any way I can use Adobe Premiere Pro to like cast a blue light over a whole scene or something like that?

If not, is there some other software that can do this?

Hello Crystal,

Select the Effects Window and navigate to Video Effects\Image Control\Tint. Drag the tint effect onto your clip and adjust the settings to your liking.
