Creating Borders

pls does anyone know how to create borders. Like the ones in the delilah video. pls help.

I haven't scene that music video, but the first thing that came into my head when you said make borders is to go to your Visual Effects Folders...

Find Crop, Drag it to your clip, have that checkbox checked that will readjust your picture to fit inside the cropping rather than be displaced by it, crop the top and the bottom of your frame an equal amount and the right and the left side as well.

thanks for the message. the thing is, i've tried to use the crop filter and it works fine, but i want to thicken the boarders. like in 24 anytime they split the screen you can see that the boarders are black.
