I'm trying to find out if this camera can record in 16.9 DV CAM 25p

and from what I have heard can it handle low light as well as the PD 170?

The specs seem to say that it will record 16x9 PAL DVCAM (which would be 25P recorded to 50i).

Don't know about the low-light capability. You may have to go to a site like dvinfo.net and ask there. Often these HDV versions don't get better in low-light because they are cramming more pixels into the same sized area, so each pixel is receiving less light. But since this camera is also CMOS isntead of CCD like the PD170, I don't know what the difference is in sensitivity. You could look up the LUX sensitivity specs for each camera and compare.
