I've got a Canon HV20 and I've been pretty happy with it. 24p with preset cinemode looks great. Plus, it has a hotshoe and can be fitted with different lenses. A good fit for a serious beginner. :)
From what I've seen, pulling DV with firewire will get you better results. Your camera has a firewire port:

You'll need to get a firewire card if you don't have a Mac. It could be that the picture...
I went through Crutchfield to get my HV20. Fast delivery, customer service is good and you don't have to worry about whether you're getting scammed since they're a well known company.
We've used the Sony miniDV tapes with a HDR-FX1 (I think) in HD 24p and it looked pretty good. I can't say that the picture was that much better than the JVC tapes we've used other times, but I'm still kind of a novice when it comes to this.
I want to buy some squibs, but the few places that sell them (all over the internet; all out of state) say I need an explosives or firework permit to get them. I tried finding out how to go about getting certified but no one can tell me exactly. I can always use compressed air instead but it...
I've never edited on film. You're probably going to have to hand your negatives over to a dubbing company because beta recorders aren't cheap. You can rent beta decks for a couple of hundred dollars to get it on your editor but I'm not sure how you'd get it off.
