It sounds like you are willing to move to any of these places to get your education anyway. You have to be willing to make that move to go into an apprenticeship program. Or you can call the Guilds and find out what programs they have that you can apply for. The Directors Guild has a DGA Apprenticeship Program that you can apply for to get certified as an Assistant Director/UPM.
