Dear Kim,
Funders or donors need to "see" your film as you write it or as you pitch it. Here is a good example. Some proposals come to me like this:

World War 11 ended over five decades ago yet thousands of Americans are still missing. (I call this the bare bones of what you want to show.) Now read the same information with visuals.

The battlefields of World War 11 fell silent over five decades ago yet more than 78,000 young Americans lie in shallow makeshift graves, rusting wrecks, and abandoned battlefields thousands of miles from home.

This second paragraph is one that will fund your film. Why? Becasue it touches you, it is heart-felt and we communciate thorugh the love energy.
Once you have the first bare bones description, think about how you will show this information to the viewer and then add those visuals to your pitch and proposal. This new dimension will give you more donors, more funding and draw more people to your project.
