Trouble Capturing in Premiere

I'm trying to capture DV footage for a project I am working on. I'm trying to do AVI files for a 720x480 resolution. I've tried pretty much every alternate option, but nothing will allow me to capture anything larger than 320x240. Every time I've tried to capture in Premiere Pro, I can't. The Capture options (In/Out, Tape) have been grayed out. I know I have the right sort of firewire (IEEE1394). What is wrong? Is there any way to fix this?

My camera is a SONY DCR-TRV19

Well...I usually start with the obvious, so don't be offended...

The project settings are set for DV, with the proper framesize?

...also, you are positive you have the camera connected to the firewire port and not the USB port?
