The Crow 1&2 Atmosphere

I'm working on an independent Crow film and I'm wondering what sort of effects system and or designs could I have that could be as or almost as accurate as the cities in The Crow 1 and 2. Also, how would I go about having the Crow flying around the city as it looked in those films? Thanks!
