sniper view in FCP

Help! I'm doing the story in stills, it involves sniper view, and I can't figure out sniper view for the life of me. I know I could impose the view in PS, but I want to be able to use zoom and pan effect to the still underneath the sniper view, for the close to live footage effect. Any ideas?

i would create the sniper sight in photoshop, adding a green circle in the middle of a black field and what other detail you want. make a transparent hole in the black layer that matches up to the green circle.

take this file into FCP, and place the picture you want to affect on the main layer and the photoshop file on a layer above.

double click on the sniper layer to open it as a timeline and ajust the green circle layers transparency to your liking. go back to the main sequence and, for more of an effect, you can place a layer of the video noise generator (under the effects tab in the browser) in between the two layers, change the layer composite mode to multiply (or whatever you like) and WHA LA!
