making people getting shot look good

In movies, when someone gets shot (in the shoulder lets say), the fabric on their shirt rips instantly, blood pours out, and they fall over. Does anyone know how to make that bullet impact look real?

Sorry, I failed to specify that my film crew and I are working on a budget of about $200. So I understand if it's not possible on that budget.

in film school i shot a b+w film and did some wannabe squib fx this way: take balloon, squirt a couple tablespoons of Hersey's syrup in it, inflate balloon and pop it off screen beside the actor. lol. we and camera and lights got all chocotastic, but the splatter was wicked cool. lol.

for my recent film, I couldn't afford real pyro squibs so my fx team used tubing filled with fake blood and used compressed air to blast it out of the tubes underneath clothes. I've since enhanced the effect in post:

btw, if your $200 budget doesn't include a computer cuz you already have one, then you should def check out detination films' website which has tons of visual assets like guts and muzzle flashes you can download. most are free.

this is a science-fiction story that takes place in a future where AI is prevalent. the soliders in the clip are armed to engage with cyborgs and the explosive bullets create that burst on impact...my bad....
