Advice needed

I want to produce a feature length, traditionally animated film. what all would I need to do?

1. Get a LOT of money...animation is expensive.
2. Get about 20 artists to start drawing (if with traditional you mean hand drawn)
3. Draw 24 pictures for each second of film.
4. Put it all together.
5. Find someone famous to do a voice

To be quite honest though, I'd say it is nigh impossible to set up a no budget animation feature if you have to ask this question.

consider outsourcing to china or india. traditional animation is very labor intensive and those countries still have very cheap labor costs.
