If i were doing it I would try to use 2 photos, but in most of the clips shown there it would be possible to photoshop the edges that get revealed. on some also you can cut the person out and make them larger, allowing you to move around more without revealing holes or unphotoshoppable areas.

After Effects with Trapcode Particular would be great, but would be expensive and might take a while to learn. Wondertouch Particle Illusion is easier and less costly, with lots of presets, but isn't as flexible. Try the Particle Illusion demo and see how you like it.

Make them as WMVs (of acceptable file size for downloading), then find a video host to upload them to. Youtube and Google Video are pretty popular, and there's also more casual ones like Putfile, Zippyvideos, and pretty much anything else that comes up in a Google search for video hosting.

I saw it about a year ago. Didn't go crazy over it, but it was pretty good, and the emotions came off very strongly.

Do they play fine before you import into Pinnacle? Try playing with your settings in vdub, or finding something else which can import tga sequences.

The p is progressive scan (Google and Wikipedia can answer a question like that in seconds rather than hours).
