is it only an encoder or can it convert them to the the dvd's .vob files also? Actually, I need a standard DVD disc (to play on DVD players).

I'd like to convert my films to a DVD format, that is from dv avi to mpeg-2. I'm using Premiere Pro that has a built in encoder, but I'm not satisfied with its quality. Can someone suggest me a good encoder software? thanks,
